Modernization as a super-task for Ukraine

Today, Ukraine needs radical reforms and modernization of both social life and material resources. There is virtually no sector where Ukraine is doing well. There are acute problems in the humanitarian, cultural, information, healthcare, and defense sectors. A separate issue is the political and legal, public administration and party systems.

An important point is that modernization should be implemented as a way to overcome the Soviet legacy. Modernization should be comprehensive, carried out primarily in the public authorities, which should become promoters of its implementation among the broad masses of Ukrainians. Such modernization should affect both the material and humanitarian, scientific, and information spheres. The country needs to upgrade its infrastructure – roads, railways, airports – as well as its economic relations, social protection, and healthcare – in short, everything. However, our country does not have sufficient resources for such an important civilizational leap. We can’t really count on foreign aid.

We must adopt some viable scheme that will allow us to take meaningful steps in this direction. The most important step, in our opinion, would be to renew and reform the state and political sphere. The government agencies and political parties that form the majority in parliament should become promoters of change, reform and modernization. Without them, most efforts will be in vain and at best half-hearted.

Therefore, the first step should be a radical reform of the state and political sphere, and this primarily concerns the parties in parliament and the media. If such a reform is carried out, then society will have a subject of such reforms that will try to implement them. Modernization will be carried out not against the will of the government, but according to its plan, and it will be responsible for it.

The very notion of an “honest judge” was considered almost an oxymoron, and the situation in law enforcement was not much better. In fact, it can be recognized that the judicial and law enforcement systems in Ukraine have been completely devalued, and they have become not a service for citizens, but only an obstacle to the establishment of justice or fairness.

It is important to understand that these reforms cannot be done by half measures, but require decisive action to cleanse the industry of the total filth that has enveloped it.

Suggestions:

  • Restructuring the civil service system according to Western models
  • Reform of the party and media spheres
  • Restructuring the humanitarian sphere of Ukraine. Changes in education, healthcare, and cultural programs
  • Creating new infrastructure opportunities for Ukraine – highways, airports, and maritime infrastructure.
