Successful reforms and high level of professionalism – American expert assesses the work of Ukrainian intelligence

Ukrainian military intelligence is able to work effectively on the territory of the Russian Federation. Neither the Russian security forces nor thousands of Russian guards can prevent this. This was stated by Paul Colby, Senior Fellow at The Intelligence Project at the Belfer Center of the Harvard Kennedy School, during his speech at the Kyiv Security Forum.

The American expert expressed his admiration for the results of the reform of Ukraine’s military intelligence: “First, what pleasantly surprised and impressed me was the way the services were able to turn around quickly after the KGB era and reform. In the sense that they did not become a punitive service. The most surprising thing I have seen in recent years is that this service has its own agency in Russia and is working there. There are drone flights and elimination of top management.”

In his analysis, Paul Colby also compared the professional level of the two warring countries’ intelligence services: “We have to talk about the complete failure of Russian intelligence. They thought they would enter Ukraine and it would be a cakewalk. As for their evolution, they have suffered a series of defeats.”
The scholar is convinced that “we can talk about the global scale of the actions of the Ukrainian intelligence community.”
